Protecting Idaho Families
I have a history of supporting local law enforcement. I respect the sacrifices of our local police officers. Wages for state employees increased by 3% but we did increase police salaries by 10%. I deeply value citizens’ rights to bear arms. Passing mandatory minimums for fentanyl means drug traffickers will face consequences. I supported police training to learn new techniques for fighting human trafficking. I support Idaho by sending officers to assist Texas with the southern border crisis.
Conservative Government
As a previous Burley City Councilman, I believe the most effective government is the one closest to home. I will support policies that allow cities, counties, and school districts to determine their own future.” My goal is not to dismantle state government but to make it efficient and effective and meet the needs of the citizens. Financial well-being places Idaho among the top five states. Idaho ranks 43rd in the nation when comparing taxes paid per person. Idaho’s rainy-day funds are full, growth is 6%. Our budget overall increase was a mere 1.7%; half that of the most recent inflation rates. I serve on the Joint Finance Appropriations Committee, which reviews budgets and prepares them for legislative approval.

I have a history of supporting law enforcement as a Cassia County Commissioner and deeply value citizens’ rights to keep and bear arms. I will aggressively support all measures to protect Idahoans and their freedom. I am doing everything in my power to ensure our district gets the water needed for our agricultural economy to continue to thrive.

Ongoing Family & Community Legacy
Clay Handy – Fourth-generation Idahoan and Cassia County resident; more than 35 years political and community service: Burley City Council for eight years, Cassia County commissioner for eight years, Cassia Regional Hospital board member for 13 years and chairman for eight years, Burley Area Development Association chairman for eight years, Idaho Trucking Association (serving twice as president), various statewide and regional transportation advisory boards, Zions Bank Advisory Board, South Idaho Community Action Board for eight years, and current member of HEM board; enjoys hiking, skiing, fishing, and river rafting with family; spouse: Kristine Hansen; six children.
Clay Handy follows in the footsteps of public service with his grandpa Leo Handy Senior who served two terms in the House of Representatives 50 years ago. Next Leo Handy Junior prepares to follow in the steps of his grandpa Clay Handy.

Joint Finance-Appropriations Committee
Committee to keep the state funded & serving our citizens with public services with budgeting preparations and approvals controlling the costs of state government.
Idaho Transportation & Defense Committee
Handys have served on the Idaho Transportation Board for generations as a result of our Idaho Trucking Business. As such, it has been my pleasure to serve in this capacity to make our transportation infrastructure is effective and efficient!
Judicial Rule & Administration Committee
Judicial Rules & Administration Committee serves our citizens by improving the quality of justice and advancing the consistent, independent, impartial, and accessible administration of justice by the judicial branch for the benefit of the public.
